Georgian Citizenship by Exception: Investment and Contribution

An investment, a record of professional achievement or a significant connection with Georgia may be relevant to an application for citizenship by exception. The starting point is the legal basis for the individual application and the evidence supporting it.

What the official procedure provides

Under Article 17 of the Organic Law on Georgian Citizenship, the President may grant citizenship for a contribution of exceptional merit or in the state interests of Georgia. The official criteria include an investment that substantially contributes to the country’s economic development, alongside other specified circumstances.

Investment may be considered where it substantially supports the country’s economic development. Applications are assessed individually under Article 17, and the official criteria do not establish a fixed-price entitlement to citizenship. We review the proposed contribution and supporting evidence before advising on the application.

What makes a useful first assessment?

For an investment-related case, useful evidence may include the history of the investment, business records, its economic effect and supporting documents. We also check the applicable document, certification and knowledge-test requirements. The requirements depend on the legal basis and any relevant exception; a general advertisement about investment should not replace that assessment.

Residence and citizenship are different decisions

If your immediate aim is to live in Georgia, a residence application may be the relevant first subject to discuss. The property-based category currently requires a qualifying assessed value above USD 150,000, while the higher investment category uses an investment of at least USD 300,000 or qualifying property above USD 300,000, expressed in GEL.
